Three things, in order. Does it play in your timezone — a clan of a hundred people who all raid while you are asleep is a clan of zero people. Does it run the content you want, since a Crucible clan and a raid clan share almost nothing. And is it actually running anything right now, which is the question a member count cannot answer.

Destiny's in-game clans cap at 100 Guardians, and the ones that work are rarely the ones sitting at the cap. A clan of twenty who reliably field a raid team on a Saturday is worth more than a full roster that has not scheduled anything in a month.
